You have to run the Winsat first to generate the score
On the Powershell window, run this command:
winsat formal
Then, you can run the Get-CimInstance Win32_WinSat command again to show the score.

Yes, the slowdown running the command happens because it tests the hardware, and takes it to the max to measure the CPU and GPU capabilities.
Open the Performance tab on the Task Manager to monitor the GPU usage while running the "winsat formal" command. Then you will know which GPU it is using.
The results vary a little depending on the programs opened, make sure that there is no program using the GPU while running the command.
On my tests on my desktop PC with integrated and dedicated GPUs, it used the dedicated GPU.
It should show this information since this command is important to generate the information that is shown by the other command, later in the guide, it shows to run the command if you can't find the file.
