How disable tooltip pop-ups in windows 11?

Is there a way to disable these useless tooltips? if they pop in front some app/button, I just can't click on what is behind till I move mouse pointer away it's.

No, it's not just disable "Show pop-up description for folder and desktop items" this is for folders/files and these popups are in everywhere, also three options in Notification>additional settings are unchecked idk what to do probally some register key but i can't find, Thanks yall!

    Somehow the registry key "Computer\HKEY_CURRENT_USER\Control Panel\Mouse\MouseHoverTime" was in the wrong format (REG_DWORD), like the person on the first link you sent, thanks! this solved my problem S2
