How to manually arrange sub/folders in Windows 10?

Unless I'm totally missing something, maybe it was on XP, I thought I used to be able to do it on 10 also, but maybe not...How can I arrange sub folders in the order I want them? The only option now that seems to be working is one of the embedded options (by Name, Type...). If I try to move one then it tries to move the sub-folder to one of the folders I'm trying to move it between.

I have a school folder. There are several sub-folders within it. I'm trying to arrange them logically, which does not work out with Name, Type, Date, Size order. I have to be missing something. This seems like such a trivial, common thing, there is no way that this is not possible anymore. I just can't figure out why it won't work anymore.

    I am Dave, I will help you with this.

    Some people indicate in a very old version of Windows it was possible to manually arrange files and folders, but I honestly do not remember that, if that was an option Microsoft must have removed it, because in Windows 7, 8 10 and 11 there is no option to manually arrange folder content.

    The only option now to manually arrange those folders would be to add a numeric prefix like 001, 002...etc. to the name on the folder.
