GTA5 uses C++ 2008 version. There should be an installer in your GTA V*Redistributables\VCRed* sub folder.

I've tried reinstalling it 3 times, my drivers are all up to date, I've tried pretty much everything I know and it still runs as background process and when I try to end it, it says access denied.

I downloaded it off the rockstar launcher, and I got a ryzen 5 2300, rx 6700xt, 32gb ram with like 5.5 tb’s of memory.
