Can you please go to your phone, not your computer, go into the bluetooth settings, then have your earbuds forgotten/remove there. Just disconnecting it from the phone or turning the phone's BT sometimes it not enough to allow the earbuds to be connected with anotehr device, so make sure you forget/remove it off your phone first.
Then see if the computer can connect to the earbuds successfully after that. If not, please try reinstall your bluetooth driver. You can download the bluetooth driver from your computer's manufacture support site. If you need help finding this, type msinfo32.exe in the search on the taskbar and hit enter, when launched, share a screenshot please. Thanks!
