If you have not installed DiretX 9, you will need to donwload and install that and then restart your PC, that game is only DirectX 9 compatible:

When I attempt to run Europa Universalis Rome the message "The code execution cannot proceed because d3dx9_41.dll was not found. Reinstalling the program may fix this problem." happens does anybody know how to fix this? Also I am on Windows 10
