Windows recognize USB 3.0 ports as USB 2.0?

I use my (oculus) virtual reality headset pretty often and for a while, after I got it everything worked fine, one day randomly the app said, "USB 3 connection recommended" I thought this was weird as it worked as USB 3 before and this was a sudden change, I looked around for fixes and tried switching ports and cables and nothing seemed to work, to get around this I started linking my headset to my pc wirelessly. this oddly allowed for faster data transfer than the cable would.

I'm now getting into some more competitive VR games that require me to play wired because of the slight latency when playing wireless.

I have spent around 6 hours troubleshooting in hopes that I could fix the issue myself but nothing seems to work.

I got it to detect as USB 3.0 ONCE by repeatedly unplugging and replugging the device but it was only long enough to run one USB connection test and it reverted to USB 3.0 around 15 seconds afterward.

(when it could detect as USB 3 the USB test speeds would be around 2.5gb/s)

The ports are detected as USB 3 in the device manager:

However, they (along with all other ports on this pc) are shown as USB 2 when using USBDeview:

GPU is a 2060 KO

Here are the steps I have taken so far:
-changing cable orientation.
-tried each port on my pc separately.
-reinstalling Oculus software.
-changing USB power management settings.
-updating USB drivers in the Device Manager.
-Updating windows.
-Updating graphics card drivers
-Updating Bios
-Updating Chipset
-Adding DisableSelectiveSuspend DWORD value to regedit

Any help I could get would be greatly appreciated as the headset is very jittery and essentially unusable with the current issues, and I'm out of ideas.

    Can you try installing the latest AMD Chipset Drivers (4.11.15.342) from AMD:

    Hi,

    My name is Cindy. I am sorry you are having this problem. I know it is really frustrating. I will do my best to help you with this problem.

    Please note: This is a user-to-user community forum. We are users just like you who help others. We are not employees of Microsoft.

    Many times, reinstalling the USB drivers may fix this problem. The driver become corrupted and needs to be reinstalled. I have attached the directions below.

    1. Please right-click on the Start Menu and select Device Manager. Then hit enter.

    This will open the Device Manager.

    1. Scroll down the page and click on Universal Serial Bus Controllers
    2. Right-click on all of the file drivers and uninstall them. Don't worry. Windows will reinstall them.
    3. Then restart the computer. Windows will reinstall the drivers and fix any USB problems.

    If this does not work, go back to the Device Manager and click on the USB driver folder.

    Right-click on the USB 3.0 Driver.

    Click on properties.

    Click on roll back driver.

    Select a prior driver.

    Then save.

    While on the same page, click on properties.

    Power management.

    Click off to allow the computer to turn off the device to save power.

    Click OK

    Save

    Restart the computer.

    If this does not work or you do not have the 3.0 driver, you will need to go to AMD Ryzen website to download the drivers.

    The next step would be to go to the AMD website and download updated bios, chipset, network, Bluetooth, and audio drivers while on the website.

    here is the AMD support website again.

    Try using different USB 3.0 cables. As the cable is backward compatible if they are not functioning properly they may still work as 2.0.

    Check with the Oculus community website to see if anyone else has had this problem.
