    Hi, I’m Nicole, I’ll be happy to help you out today.

    Unfortunately, you need another working computer and a USB flash drive with at least 32GB of size to create the recovery tool as per this link from HP is stating.

    You can contact HP support so they can assess the situation and provide workarounds for the issue.
