How Do I Stop My Cursor From Highlighting Things?

I've been having this issue where the cursor (?) in some apps keeps highlighting certain options in apps like Settings and Movies & TV. It's happened on my computer before and I'm unsure what could be causing it. The effect I'm attempting to describe is posted below.

    I can see here that your cursor is highlighting some of your settings automatically.

    May I know when did the issue start? Is there any changes made?

    Please try to follow the steps below:

    1. Click Start menu and type Control and hit enter

    Please open the Ease of Access Center

    Then please click on "make the mouse easier to use"

    Uncheck the options under Make it easier to manage Windows

    1. Run Hardware troubleshooter

    Please press Windows key + R

    Paste the command below to the Run box and press Enter:

    msdt.exe -id DeviceDiagnostic

    1. Please press FN key + ESC on your keyboard.

    Check if the issue still persists.

    If I'm not mistaken, this started occurring two days before I made this post. I was playing a game with an Xbox controller wired to my PC, but I somehow managed to mess something up to the point where 1. the game doesn't detect my controller anymore, and 2. this new issue came about. I'm pretty sure the controller is the issue but unplugging it changes nothing.
