Why is the task manager appearing on the background on windows 11?

Sometimes an app just stop working on windows, that's normal, and when this happens, and I cannot close the app within it or with shortcuts like alt+f4 and things like that, i could always count on using ctrl+alt+delete and opening the task bar and closing the process I wanted.

But since i installed windows 11, the task manager doesn't appear at all, i mean, it opens, but in the background, so I cannot click on it or use the task manager at all, in this exact moment a game i was playing crashed, and the game is in the main screen, the game is crashed, and when I open the task manager, it goes to the main screen but on the background. Now i have to restart the machine because I cannot close the game. (I'm typing this question on the second screen).

How can i solve this? is there a way to make the task manager have priority on the screen like it used to be?

    Please try this:

    1. Open task manager
    2. Lower left corner, click on the gear icon or settings
    3. Under Window management > Tick Always on top
