Hi,
I'm Sumit, here to answer your query at the Microsoft Community.
Try adding Take ownership to the right-click context menu, and delete it after taking ownership.
Add Take Ownership to Context Menu in Windows 10 | Tutorials (tenforums.com)

Execute it and press yes.
Restart your PC.
Right-click the file/folder and select Take ownership.
Press yes.
Try deleting the folder in Safe mode.
Good luck!
