I tried downloading it, and once it was downloaded I couldn't install it. I found out Microsoft Keyboard Layout Creator was unavailable for Windows 11. And that was probably the reason why it didn't install.
I'm using four Windows 11 PCs, and all of them use modified keyboard layouts created with Microsoft Keyboard Layout Creator 1.4. I've added several keys using the combination ALT+letter and created multilingual keyboards. The last time I used the Layout Creator on Windows 11 was yesterday. I was trying to assign text strings to some key combinations, but the Layout Creator allows for at most four characters, so it didn't work out for me. But I don't understand why the Layout Creator doesn't work for you. I used it successfully with Windows 10 too. If it works with Windows 10, it must work with Windows 11.
I'm sitting in front of a Windows 11 PC, and I'm running the Microsoft Keyboard Layout Creator. I never had any problems with it. But I do have several versions of .NET installed on my PC because I use Visual Studio and it downloads .NET.
