Why is my GPU and CPU usage so low and still have fps drops in games?

Hi, recently I got a new GPU, an RTX 3070. Even knowing my CPU could bottleneck my GPU I decided to go for it.
I felt the bottleneck wouldn't be that bad since I looked for benchmarks with the same components and it seemed like I wouldn't get extreme frame drops, the videos I found went from 70fps to 110fps in the games I wanted to play (God of War, Cyberpunk 2077, etc.), but it didn't go as expected, the usage on my components is around 9-14% on my CPU and 20-40% on my GPU and 60-70% on my RAM and I have frame drops from 50 to 30 fps in some cases.

These are my components:OS: Windows 11CPU: i5-10400FGPU: RTX 3070RAM: 16GB DDR4 2666MhzMB: H410M HPS: GP-P750GM
**I already tried disabling startup apps, updating drivers for GPU, BIOS and Windows, using "High Performance" on graphic preferences as turning off Xbox Game Bar.**I just want to know, what component can be causing this problem and how can I fix it?

    Okay, do a test first install the game on your SSD and check usage usage.

    Tell me an example, take the GOL and test it on the SSD and compare the use if possible.

    Hi, Do2k.

    First, let's do an analysis.

    1. Open the task manager, go to the Startup tab and disable all applications that start with Windows.
    2. Go to the start menu, select the right mouse button and Windows powershell (admin).
    3. Put Msconfig and then go to Services tab.
    4. Check the option hide all windows services and disable all.
    5. Restart your computer. take a test.

    Does the fps drops occur in which games specifically or is it all?

    Did you even do a complete uninstallation of the old driver and before installing the new one using DDU or NVClearInstaller?

    Hi, Ivan, just did what you said.

    CPU usage on God of War improved a bit, the CPU now reaches 20% but the fps keep on dropping, and Cyberpunk stayed the same.

    Hi, Ivan.

    The frame drops happen in all games with high requirements.

    I did, actually tried this morning to uninstall the old driver again with DDU, didn't seem to improve anything so far.
