Try installing via local update using Windows 11 22h2 ISO.
Use the link: https://go.microsoft.com/fwlink/?linkid=2156295. After completing the download, accept the License Terms, click on the Create option Installation media to another computer, keep the Use recommended options for this computer enabled option, click Next and select ISO file, click Next and the download will start.
With the Windows 11 download complete, open the file (.iso) and run Setup;
In the Windows 11 Setup window, click Change how the Windows installation downloads updates, enable the option Not now and disable option I want to help make Windows Setup even better and click Advance;
Wait for the update to be checked and prepared for installation and Accept the applicable license terms;
Under Choose what you want to keep, select the Keep apps and files option and click Next;
When showing that you are Ready to Install, click Install.
Wait for the percentage up to 100%, during the process, the system will be restarted several times, until a time when the lock screen will be available again.
