You do have other input devices attached eg MFG Crosswind V2 looks like rudders or something?. Usually the mouse gets negatively affected that way with other input devices. Even some keyboards have mouse sticks, etc. So when it happens unplug ALL USB things, input devices, controllers, EXCEPT for the mouse and see if it works better. I see no one thought this even once so you probably haven't tried it.
If it doesn't work better then, it could be other software. Ideally, you would know what you were using and if anything might affect the mouse but you could try a clean boot or safe mode. Those two things are never really necessary though.
Really, if you for instance reboot into Windows Recovery and use the mouse there and it works fine or boot into the BIOS if it has mouse ability or boot into Windows installer usb and it works fine there then its a software related issue in Windows. Mice are PnP, so you only need to plug them in, and they just work and that's it. Any good mouse will be that easy. Besides wireless ones that also have firmware updates anyway.
But, you could just uninstall software, clean install Windows, etc.
In theory there's a log but there might also not be. I've never once had to diagnose mouse issues that way as its never that which needs to be done. Mice have been around for a really long time and they are the primary way of using the computer. They will most certainly be working exceptionally well this way.
Also make sure you try all other USB ports. I don't remember if that was something you did already.
