Based on the Toshiba model, you have the Intel:registered: HD Graphics 3000 GPU. This is definitely a product that has reached end of life years ago. This is why you won't be able to find any recent driver since Intel no longer released them.
The newest driver you could find for this GPU is from 2015, which you can find here.. It is not really for Windows 10, but doesn't mean it won't work. It just won't guarantee to work. You can give it a try:

It is possible that your Intel Graphic Card has been discontinued, thus there's no newer driver anymore.
Do you have the model name of the Intel GPU?
Can you please type msinfo32.exe in the search on the taskbar and hit enter, and then share a screenshot please? Thanks!
