Run the dell update tool, specific to your tag# to see if there are any Bios/Driver updates?
Then set Bios to defaults.
If your system has a hardware problem then its for repair under warranty by Dell

This is the 2 nd time I’ve been through this my mouse will stop working and then I cut off my Dell Inspiron 15 off and the when it cuts back on it’s says no boot device found the 1st time dell had to get a technician to come to my home and install a new hard drive it took almost 2 weeks to get that done I am so sick or going through this can anyone tell me why my laptop is doing this and how to fix it without all that again please

Sorry to hear you're experiencing this issue.
The error "No boot device found" is caused by a corruption in the boot files, a wrong configuration in the Bios options, or physical damage in the hard drive. As you already had this problem and your hard drive needed to be replaced, the first thing that you need to check is if the hard drive is recognized on Bios and if has problems.
You can use the Dell Preboot Diagnostic Test to check if the hard drive is recognized and check for errors. You can see at this link how to run the Preboot Diagnostic Test.
