So, I have recently had this problem where i tried to use this blender software. But when I try it says, "A graphics card with support for OpenGL 3.3 is required. Installing the latest software for your Graphics card might resolve the issue." So Immediately I went to the Device Manager but it says that the driver is up-to-date! So, if I do say so myself I think I'm a bit of a computer expert/Nerd. Although I don't have a photo of my PC I have some specs. Here we go:
Processor; Intel Core i5 CPU M 460 @ 2.53GHz 2.53GHz
I have 7.80 GB's of usable RAM
I might not do the product or device ID
Edition is Windows 10 Pro
Version; 22H2
OS Build 19045.2604
Experience: Windows Feature Experience Pack 120.2212.3920.0

Is the only graphics you have on your PC the Intel HD graphics on your Intel Core i5 M 460 processor?
If it is, you will not be able to upgrade your version of OpenGL to version 3.3, your Intel HD graphics is considered by Intel to be legacy hardware, is too old and will not support that.
Funny thing. I wanted to try and run blender on my PC but couldn't since i wasn't updated to OpenGL3.3.
I have the EXACT same CPU with 8GB of ram. I looked up and it says "OpenGL version 3"
I don't know if you can go higher then 3 or if you can but not 4 or higher.
