100% CPU usage at ALL times windows 11

Hello all,

I recently turned on my computer to discover the cpu was idling at 60c which prompted me to check the task manager. This shows that the Desktop Window Manager is constantly taking up tons of CPU.

I followed many different steps I found here and other places online to no luck. I have:

-checked for malware

-updated cpu and gpu drivers

-reset pc to reinstall windows (kept personal files)

-reset pc again (wiped everything and installed windows from cloud)

-restored pc to previous date before problem occured

-ran "gpupdate" and "chkdsk" and restarted

I did recently install a new power supply, but the problem started occurring about a week after that was installed and had worked perfectly until said problem began.

At this point my pc is totally wiped back to base windows 11, my C: drive is now almost completely empty, nothing has been downloaded or installed since the last updates and restarting, but I still run 100% cpu and at least 55c totally idle.

Please help! My computer has been a paperweight for almost a week now.

    Hi.

    Strangely the performance summary says just 6% is the CPU load which is basically normal so the CPU is good.

    You have reset the and installed using the cloud removing your files.

    I would recommend doing a clean install of Windows

    The reason for the clean install is your performance statistics is completely normal and still your taskmanager is showing 100% load. This issue can come from corruption of system files. So doing a clean install will install Windows completely which is not done in the case of reset.

    The clean install did it! Something must have corrupted something in there but I am seeing normal speeds and temps again, and task manager is showing normal numbers.

    I downloaded an ISO, unplugged my second HDD, and ran the installer. When i booted into the new windows install i watched the pc temp slowly drop down to normal 25-30c.

    I opened and cleaned my Intercooler fan, applied fresh thermal paste, but the temps have not improved. Here is an updated performance report as well, still seeing the same issues with CPU maxing all the time even through the resource overview says CPU utilization

    Here are screenshots of performance report and resource monitoring. I can replace the thermal paste in a couple hours, the pc fans are all clean and the cpu intercooler is clean as well. I don't think it is a cooling issue because when it starts up from being off for a while and cooling down, I watch the CPU temp climb from 25c (where it idled before) up to 55c (a typical temp for heavy gaming or high cpu usage).

    I see you have already reinstalled Windows and still you are facing this issue.

    Are you using a laptop or a desktop?

    There can be various reasons for the issue you are facing -

    1. It can be due to overheating as you have stated 55c in idle. This can be fixed by improving the ventilation by cleaning the fans or by replacing the thermal compound (by taking help from a computer technician)
    2. Your CPU is facing hardware issues
