In the Task Manager, the RAM percentage usage doesn't match the RAM value usage

I'm using a brand new Dell G15 5520 with 16 GB of RAM and the overall uasage seems a bit high, plus the RAM percentage usage doesn't match the RAM value usage. The RAM percentages seems to be relative to 8GB of RAM, when in fact I have 16 (I checked it at Settings -> System and my RAM is installed properly).

I'm monitoring it through the task manager and, for example, right now my browser is using 1.2 GB and the task manager says it is consuming 19% of my RAM, when in fact it should be lower than 10%.

Please help.

    Thanks. I see a lot of RAM is on standby. I am not sure it is a bug because I have the same number too.

    It is beneficial so that if a program needs memory, it can quickly gather the same rather than to wait.

    If you do a clean boot, what is the value of standby then?

    If on the performance tab (very left side in the list CPU, Memory, Disk, ...) it shows eg 8GB/15.9GB then its seeing all 16GB. UI's can be wrong and everything can be right so you should cross check that in a 3rd party application and in the BIOS as well.

    Also, Task Manager may not show all the RAM being used in a way that you can add it up. It won't necessarily show it all or in a way you are expecting.

    Windows RAM use is a lot more complicated than the old days. Users don't easily understand what its doing anymore on top of those possibilities.
