The System repair disk is actually quite an old concept from Windows 7 era. It allows you to create a repair disk from Control Panel > Backup & restore > Create a system repair disk. It requires CD/DVD rom and it will create a CD/DVD media. You can use it in case computer runs into issue and cannot boot up.
As I mentioned this is an old concept and modern computers these days usually don't have the CD/DVD-rom. Instead, you can create a Windows 11 Installation Media via a USB flash drive instead. Once you have this flash drive, you can use it to do the exact same purchase as a repair option to boot up computer into Windows Recovery environment, or you can also use it to install new copy of Windows 11.
Here is how you can create one:
To perform a clean installation of Windows 11 using the Windows Media Creation Tool:
The following steps should be done on a working Windows computer:
Download the Windows Media Creation Tool from Microsoft's official website. https://go.microsoft.com/fwlink/?linkid=2156295
Run the tool and select "Create installation media for another PC."
Choose "USB flash drive" as the media to use for the installation and select "Next."
Connect a USB flash drive with at least 8 GB of free space to your computer.
Select the USB flash drive you want to use, and then select "Next."
The tool will then download the required files and create the installation media.
