At the bottom of that settings page, is there a power saving setting?
if there is, disable that setting.

There is no wifi in my building so I set my computer (running Windows 10 Enterprise) to be the mobile hotspot for my phone to connect to wifi, however when I leave the room or sometimes just after a certain amount of time has passed, I notice the hotspot is no longer on and I have to turn it back on manually and it's kind of annoying. Is there any way to set the hotspot to stay on whenever my computer is not in sleep mode or is shutting off after a certain amount of time just something that the setting does? Thank you

Open Device manager
Expand the Network adapters section
Right click your WiFi card and select Properties
Select the Power Management tab of the resulting dialog, is the option to allow that device to sleep disabled?

Thank you, but I was actually asking for the hotpot on my computer: I'm not trying to connect my computer to my phone's data, I'm actually trying to do the exact opposite and making my computer's wifi available for my phone to use so I DON'T have to use my data at all. And further on the exact opposite front, I also am trying to find a way to keep my computer's mobile hotspot ON all the time, not have it automatically shut off after a certain amount of time because its already doing that.

If your phone is an Android Model, check the settings on your phone, usually there is a setting t automatically disable the hotspot if no device is in range or connected, or after a period of inactivity.
