i want to restrict access to change security settings in user folder like everything will be greyed out and you can't click it ( shown in the image above ) i want to do this for my "User" folder as last time all permission for groups was denied and the next time i opened my laptop couldn't sign in and got an error message ( the "sign in" issue is fixed now )

If you are using the Home edition of Windows, unfortunately, you will need to find third-party software on your own to meet your needs.
If you are using Windows Professional, Ultimate, and Enterprise versions, you can try using group policies to restrict user changes to security settings:
Open the "Local Security Policy" window. You can open it by searching for "secpol.msc" in the Start menu and pressing Enter.
In the left pane, expand "Local Policies" and click "Security Options."
In the right pane, find the security policy setting you want to change, and double-click it.
In the pop-up dialog box, make the changes you need and click "OK."
