How to underclock the computer with software, instead of BIOS

Hello! I have an Asus G733CX with an i9-12950HX. When the laptop is connected to the power supply it uses all it's power, but it does not make any sense. I have noticed that when playing youtube videos, the clock will go up to 4000Mhz, and the chip will heat up to crazy 85º. When there is no youtube video it will go down to an average of 60-63º. It makes sense these temperatures for a demanding videogame, but not for youtube. My work involves videocalls, and those do not reach the temperatures that youtube does. How can I use Armoury Crate, or any other reliable software to be able to swtich between a limited clock and an unlimited, when just browsing internet or playing games?

My knowledge of computer is kinda limited. I just want to be able to play any game anywhere (since my job involves traveling) while still not worrying about burning the CPU in 3 years.
