Windows 10 and 11 use a process named Fast Startup and what that does when you shut your PC down is write the state of RAM to your drive, then when you start your PC again, that data is read back into RAM and enables Windows to start quicker.
The problem with that process is your RAM is never flushed out and that can over time cause problems in WIndows.
It is only when you restart your PC that the PC truly shuts down and flushes the RAM, it is good practice to restart your PC maybe once a month.
