Exe files take too long to open

Hello, everybody

I'm using Windows 10, I have recently been facing a problem that every single exe file takes forever to open.

At the beginning I though the issue was with only one file " a program I use for my work it always takes time to open", but recently, I've noticed that every single exe file takes a lot of time.

I have tried almost everything, DCIM and SFC, using other apps to clean cache, self repair, and none seems to change the problem.

I'm thinking about installing a new Windows copy, however I want to explore other solutions "if there's any" and to confirm that it's a software not a hardware problem.

Thanks in advance.

    i have the same problem with windows 11
    The exe installer is on the ssd nvme disk, 1 day ago I reinstalled windows, because I had the same problem, after reinstalling it seemed to be solved, but after a couple of hours it started again,maybe it started when I installed and ran various portable programs, but I'm not sure if that's the problem.
    Сomputer is powerful, antivirus is disabled, I run it as administrator, when I run it, it appears in the task manager, but opens after 5-10 seconds
    this is an obs installer, but this problem is with all exe files, sometimes even with programs that are already installed
    Shows up in task manager but won't start
    sfc /scannow and DISM /Online /Cleanup-Image /ScanHealth write that all is well

    I experienced a similar problem. What I did to create it was disabling Windows Defender utilizing Autoruns64.exe (supported and created by SysInternals). The following steps were how I disabled Windows Defender via guidance of a YouTube video (link included):

    ===================================================

    Explorer

    ==================================================

    EPP (x3) Microsoft Security Client Shell Extension

    ===================================================

    Services

    ====================================================

    DiagTrack Connected User Experiences and Telemetry

    SecurityHealthService Windows Security Service

    Sense Windows Defender Advanced Threat Protection Service

    WdNisSvc Microsoft Defender Antivirus Network Inspection Service

    WinDefend Microsoft Defender Antivirus Service

    Bonus!!

    wisvc Windows Insider Service

    ====================================================

    Drivers

    ===================================================

    WdNisDrv Microsoft Defender Antivirus Network Inspection System Driver

    WdFilter Microsoft Defender Antivirus Mini-Filter Driver

    WdBoot Microsoft Defender Antivirus Boot Driver

    The aforementioned actions resulted in a degradation of performance regarding executables for installers and stand-alone executable programs. It would take my system, equipped with a 13700K with 32GB of DDR5 5.6Ghz of RAM running on a Samsung NVME SSD over two minutes to launch an installer. Even after the installer launched and installed the program, the aforementioned piece of software would launch in roughly two minutes, which is unacceptable considering it was something as simple as VLC and the hardware on the system - which is up to date with the latest drivers and firmware. Once I rebooted in Safe Mode and reverted the changes, stand-alone executables and programs launched with speed and without issue. Also, Windows Update, Microsoft 365 Update and other software would fail to even download updates. As mentioned previously, once the changes were reverted, my system started functioning normally.

    The take-away from this and/or question to ask would be if anyone has tried to disable Microsoft Defender in any shape or form. If so, I would suggest reverting those changes, and try your .exe installers/programs again.
