Hi rig000,
Welcome to Microsoft Community.
I'm Hahn and I'm here to help you with your concern.
Unfortunately, since the system image was created for your original device, it is not possible to restore it directly to the new laptop.
The system image contains drivers and configuration settings specific to the original device, which may cause compatibility issues or errors if restored to a different device.
However, you can still extract your personal files and data from the system image and transfer them to the new laptop.
To do this:
Boot the new device using Windows 10 installation media (such as a USB drive or DVD) and select the "Repair your computer" option. Then, select Troubleshoot > System Image Recovery and specify the external storage device on which to store the system image.

You can also mount the system image as a virtual hard drive and then copy your files and data to an external storage device using third-party software, which typically supports migration between different hardware and offers more customization options.
Use Windows 10's built-in "Backup and Restore (Windows 7)" feature to restore files. This feature allows you to extract individual files or folders from a system image instead of an entire disk partition. To use this feature, you need to connect the external storage device where the system image is stored and open the "Backup and Restore (Windows 7)" option in the Control Panel. Then, select "Restore files from another backup" and follow the wizard.
