Some at Microsoft fixed this problem a month or so ago. It didn't need any other software. He connected to my PC but I don't know what he did. he just changed some settings

It is possible they have changed something or omitted functionality in new tabbed File Explorer App, because I tested this on my 3 laptops and none of them showed the tags from PDF files in File Explorer.

File Explorer does not natively support the tags (Title, Author, Subject & Keywords) in PDF files, you may need to try something like the free Adobe Bridge utility, that may see those tags.
