Decent PC turns slow/laggy from nowhere.

Hello!

My PC used to run butter smooth, no lag or any problems whatsoever at all, but recently it's started lagging out and I've been having massive frame drops.

When I restart/start the PC, it starts off butter smooth like it used to be, but after a minute or so it starts to lag out without starting any programs at all, even windows starts lagging (e.g selecting multiple shortcut icons on the desktop screen or searching for an app). I noticed the issue after installing rainmeter (https://www.rainmeter.net/), but after uninstalling nothing improved. I have reset my PC but no real improvements. I have started my PC and went into a game while it ran butter smooth, and I had good FPS and no lag at all, but then after a minute or so like before I started lagging again. No spikes in CPU, GPU or ram either. The only program on autostart is RtkAudUService64.exe, everything else is disabled. I cannot have multiple programs open while playing games (e.g discord or the brave browser) without having severe problems with lag. Any help would be greatly appreciated.

Summary:
Pc starts off butter smooth and starts lagging after about a minute or 2 without launching any programs, if I launch any programs within that timeframe they run butter smooth then they start lagging. No spikes in CPU, GPU or my ram either.

CPU:

Intel(R) Core(TM) i7-10700 CPU @ 2.90GHz

GPU:

NVIDIA GeForce GTX 1660 SUPER

Driver version: 31.0.15.2849

Driver date: 2023-02-02

I have 16gb ram and I am running of the C drive with no other external drives.

    Hello!

I managed to solve my problem on my own.
My CPU was running at 0.78 GHz, I went into control panel > hardware and sound > power options > and changed the current plan's power management for my CPU from 5% to 100%. I am now running on 4.60 GHz and everything is smooth.
    Thank you for your help!

Scan for malware by using Malwarebytes. I have attached a link below. You will want to use their free version.

Go to the support website for the maker of your computer such as Dell, HP, Lenovo, etc., and check for updates and bios updates.

    Hello!

Thank you for your reply, DISM.exe /Online /Cleanup-image /Restorehealth fixed it temporarily.
I have narrowed down the problem to my CPU running at a fixed 0.78 GHz.

Any ideas on what to do from here?

There's a lot of possibilities unfortunately. I can think of various things without much effort eg Power Options, throttling, BIOS issue, heat issue, driver issue. Windows issue, GPU issue, and the list goes on. All kinds of things could cause lagging.

Windows DWM plays a large part in the UI and can see various things. Of course the GPU by default plays a large role in that (and you could try disabling acceleration for the Windows UI in Display settings and see what happens). But, DWM would also affect games since DWM is used for that. Gaming mode affects it, HDR affects it, on so on lol.

But like that, all the things I listed above also can ultimately affect it. A whole lot of things are happening behind the scenes.

It may likely take a lot of effort to solve it.

    Hope the best :)
