Hi, my name is Anderson Souza, I hope I can help you with your issue.

Please, first check if your system already has all the latest updates installed, go to Start menu > Settings > Windows Update, check and apply all updates.

After installing the pending updates and restarting the computer, go back to the same Windows Update screen, click Advanced Options > Optional Updates, apply the optional updates, and restart the PC.

Also, ensure your apps are up to date. Check the proper procedures at the link below:

    Check if the problem persists.

I have the same problem, your comment is not a solution at all, please someone that read the question first try to help us.

I held an online chat with a Microsoft tech and let them take control of my computer. It turned to be a bug with Microsoft and nothing to do with my computer. Contact Microsoft and they will help you.

I did have that inkling, as the greyed out [Switch] showed it was [On], but the warning claimed it was [Off]
Thanks CarolTarnowsky for helping to clear this up

I have the same problem. But I did notice this in the Driver Blocklist blurb at Microsoft recommended driver block rules - Windows Security | Microsoft Learn last updated 6th June 2023.

    "Microsoft vulnerable driver blocklist

With Windows 11 2022 update, the vulnerable driver blocklist is enabled by default for all devices, and can be turned on or off via the Windows Security app. Except on Windows Server 2016, the vulnerable driver blocklist is also enforced when either memory integrity (also known as hypervisor-protected code integrity or HVCI), Smart App Control, or S mode is active. Users can opt in to HVCI using the Windows Security app, and HVCI is on by-default for most new Windows 11 devices.

    Note

The Windows Security app is updated separately from the OS and ships out of box. The version with the vulnerable driver blocklist toggle is in the final validation ring and will ship to all customers very soon. Initially, you will be able to view the configuration state only and the toggle will appear greyed out. The ability to turn the toggle on or off will come with a future Windows update*."*

Presumably that means the driver blocklist function is still in testing and not fully rolled out yet hence why it is greyed out. Not a solution but at least an explanation.
