I am Dave, I will help you with this.
The first thing to do is to re-enable the services you have disabled, it is not a good option to disable services, it you are unsure what those services do in Windows.
Then if the Blue Light setting is still not working after a restart, go to the support page for your PC on the manufacturers website, then form there, download and re-install the version of graphics device drivers they recommend and restart (not shut down) your PC
