Defender: turn off Cloud-Delivered Protection and Automatic Sample Submission off permanently

On this Windows 10 machine (10.0.19045 Build 19045) after every bigger update, Windows Security warns me that "Cloud-Delivered Protection" and "Automatic Sample Submission" are not enabled:

And I intentionally turn them off (and need to provide the Administrator password when doing so). But after the next system update, Windows Security prompts me again to enable these features and I have to decline both of them again. This repeats over and over again, I don't know how often I've declined these offerings over the years :-)

So, this is not a new problem, happens on another Windows 10 machine as well. It's not a real big deal, but still somewhat annoying that have to disable these options over and over again. Is there a way to disable these options for good, once and for all?

I've searched the help sites and forums, but could only find articles to enable these options, or user posts where these options could not be enabled for one reason or another, but failed to find anything relevant how to disable these.

Any ideas?

    As mentioned above:

    > I don't know how often I've declined these offerings over the years :-)

So yes, I've clicked the "Dismiss" button, plenty of times. But after a while, or after installing more updates, Windows Security nags me again to enable these options, and I have to click "Dismiss" again. This happens to both local users and local administrators on the system. The system is not part of a domain, so there's no domain administrator involved here.

Thanks for the suggestion, but I won't install any poorly audited 3rd party snake oil security software on my system to get rid of these nag screens. Yes, it would stop the reminders, but would open a whole new problem domain - not what I was looking for ;-)

Didn't know about Microsoft Learn, thanks for the pointer!

    Hi Vikram Snyder,

Thank you for your supplementary explanation.

For security reasons, the system will remind the user again after a period of time. I understand how you feel, repetitive prompts can really annoy our users.

Perhaps I can offer a new suggestion to replace the Microsoft Security Center function with a third-party protection software. In this case, the related functions of the Microsoft Security Center will be temporarily disabled, and the system will fully enable the three-party protection program to protect the system and files. Perhaps in this state, "Cloud-Delivered Protection" and "Automatic Sample Submission" will no longer be in effect.

But if you don't plan on using any three-party defense and still want to turn both off completely, I recommend heading over to our advanced technology forum, Microsoft Learn. You can click on "Ask a question", there are experts who can provide more professional solutions in that place.

    Hello Vikram Snyder,

    Welcome to Microsoft Community.

Normally, this prompt will appear when you make changes to some of Microsoft Defender's features for security reasons, but you can Dismiss this prompt by selecting "Dismiss" in the screenshot, and the system will follow your choice without a new prompt.

Since you do not mention whether or not you clicked this option in this thread, try clicking "Dismiss" if you have simply turned off Cloud-Delivered Protection and Automatic Sample Submission.

I tested this problem on multiple devices, and when I selected "Dismiss", Microsoft Defedner did not display a new prompt, nor did I restart the computer.

If you find that this problem continues when you restart your computer even after you select "Dismiss", I recommend that you try creating a local administrator account, then log in with that account and make changes to the Microsoft Defedner functions, restart your computer, and check if this message persists.

    Best regards,
