You said in your first post your rebooted your computer. Do you mean you reset it? And now you're trying to Reset it again?
When you first reset your PC you said you couldn't set up a PIN when requested, nor could you use a password. If you set up a Local Account and didn't put in a password, then your password to insert is a blank password, press Enter. If that doesn't work then it's likely the account is corrupted. It is not uncommon for a Reset to be corrupted if the original install was corrupted. This is why it should offer to use Cloud option to download fresh installation files.
If you are stuck trying to reset again now, then you can try to sign in with a blank password to see if that works. If so then I can help you sort out any other issues with the Reset.
