I finally found a solution, First I put the main folder of all pictures on the "PICTURE" folder, then there, I would select the pictures that I want to put heart on (favorites) and then it'll appear on the favorites folder on "PHOTOS"
Favorite photos do not appear in Favorite Album
I have marked photos as favorites (with the heart) but only a few of them appear in the favorites album. All of the photos are in the same folder and they all appear in Collections. I have rest the Photos app and restarted the computer. Still only a handful of the favorited photos are appearing in the favorites album.

2023-10-27T18:32:02+00:00 I have run into this issue several times myself. And as a photographer who finds the "like" function to be lifesaver for sorting through shoots, I REALLY REALLY want it to work correctly.
Now, for a solution here is is what I have. I cannot remember specifically last time what I did to fix this but I think I have an idea. When you go into Windows Photos app, you can sort through your photos that are on an SD card for example (which is why I have experience with this, and why it may not help but let's go for it anyway). Basically, there is an "add" option in the right corner of the screen for me at least. I understand this as being another name for downloading the images to your PC. If you "add" all of the photos that you are looking through, I THINK once all the images have been saved to your PC - you will finally have all of your "liked" photos in the "favorites" section.
IF this does help you, then I am very glad. If it doesn't, then I apologize for wasting your time. But like Uncle Ben says in The Amazing Spider-Man (Andrew Garfield = best Spider-Man), if you have the ability to help others, then you have the obligation and responsibility to do so.

2023-04-20T02:12:13+00:00 Thank you for your suggestions. I updated the app but many of the photos marked favorites still do not show up in the favorites album. I've also taken the steps suggested in the referenced thread without any success. Any other suggestions would be appreciated.

There are a few reasons why your marked photos may not be showing up in the Favorites album.
here's what you can do to fix this issue:
- Check if the Photos app is up to date
Open the Microsoft Store.
Click on the three dots/lines
Click on "Downloads and updates".
Click on "Get updates".
Wait for the updates to install.
Open the Photos app and check if the favorites appear in the Favorites album.

I suggest you reinstall the Photo app using the PowerShell command.
> Right-click the Start Menu
> Look and Click Windows PowerShell (Admin) note: please choose the PowerShell with Admin Only.
> Enter the below command to uninstall the Photo app.
> get-appxpackage *Microsoft.Windows.Photos* | remove-appxpackage
> After uninstallation, Go to your Microsoft store and download and install the Photo app
> Restart your PC then check.
