As for my question;
,I could not post my message any longer, so I created a new thread to continue the issue.
On 7th Apr. 2023, new update came and Windows10 on my PC is now 22H2.
On this condition, I created a new user of Windows10 for testing this issue.
Oh my god! Arksoft Webcam Companion 3 worked perfectly with the new user created.
Though with the original user from the very beggining Windows 10 installed and updated for 4 more years,
this nut Arksift Webcam Companion 3 still would not detect video camera.
Yes, Windows10 appli "Camea" worked perfectly with thie original user, the related camera drivers are working perfectly I think.
But why not on "Arksoft Webcam Companion 3" which worked with the NEW USER CREATED.
Any useful information on solving issue "Arksift Webcam Companion 3 will not detect webcam camera with a specific user"?
This might be caused by registry HKCU-SoftwareI feel.

Aha, I found the solution !!
This issue is caused by ”SETTING" of Windows10.
To use Arksoft Webcam Companion 3, both CAMERA and MIC are to be "ALLOW APPs TO ACCESS ".
See attached.
From "SETTING" of Windows10 , "PRIVACY" , CAMERA and MIKE section, both must be allowed to make this "Webcam Companion 3" detect the USB camera!!
Now my problem has been solved.

Thank you for reporting what worked to fix the problem, which is to approve Webcam permissions for both camera and microphone.
The fact it worked in a new test account usually means the problem is a corrupted account, and the easiest solution to that is to replace the account.
