It may be worth doing an update rollback and giving it another try
Uninstall the problematic update
Press the Windows key + I to open Settings.
Click on "Update & Security."
Go to "Windows Update" and then click on "View update history."
Click on "Uninstall updates" to open the Installed Updates window.
Look for the problematic update (usually labeled as "KB" followed by a series of numbers).
Right-click on the update and select "Uninstall."
Follow the prompts to uninstall the update.
Restart your computer.
After rolling back the update, you might want to temporarily pause Windows updates to prevent the problematic update from reinstalling automatically. To do this:
Go back to the "Windows Update" section in the Settings app.
Click on "Advanced options."
Toggle on "Pause updates" and set the duration for which you want to pause the updates
