Basically, I wanted to allow a folder to go through the virus and threat protection but as I pressed the setting to find my folder, a message appears saying "Page not available, Your IT administrator has limited access to some areas of this app, and the item you tried to access is not available. Contact IT helpdesk for more information." Never seen this in my life, this is my personal computer, do not know why this is happening, please help, thanks...

You can try to temporarily uninstall Norton and keep only Windows Defender as a protection software, and then check if the problem will appear again.
Hi i came across this post as i too am not allowed access to controlled folder access. its my own pc. i have an installed an application and i believe that some files are not being installed. i have checked with norton that control my antivirus protection and they say its not them that is causing my issue.
i wanted to make sure that windows while installing the software is not blocking any files while it installing. so wanted to make sure window was not stopping anything during the install by allowing the app folder access in controlled folder options just to make sure windows is not causing any issues.
i hope you can help.
oh and i tried the following steps you added above and they did not allow me access to controlled folder access. im on win 10

I understand from your description that your PC is reporting an error with similar permissions. May I ask if you are connected to a work or school account? We could start by going to Start - Settings - Accounts to check if you have tied your current user to a work or school account.
If the work/school account is not connected as shown here, then we can proceed these steps:
reg add "HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender" /v "DisableAntiSpyware" /d 1 /t REG_DWORD /f
reg add "HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender" /v "DisableAntiSpyware" /d 0 /t REG_DWORD /f
