ASPM is Active State Power Management. When there is no traffic in the PCIE, but it enters low power state or completely powered down state. It is useful in battery operated devices to extend battery life and in other scenario less power consumption. If it is disabled, then the PC may draw more power than enabled condition, but you should not see any latency in the device connected as it takes a few moments to second from sleep state to woken up state. If the device connected over PCIE does not support low power/complete power down state or critical toward PC activity, then windows or BIOS disables power management. This should not be an issue.
