boot tab select safe mode.
restart
super secret: Hit window button then type developer settings.
If your laptop has a safe mode option it will be under msconfig.

The Dell Inspiron5555 laptop runs Windows 10. Recently, at the sign-in, the screen flashed the background I use in Windows, but went back to the Sign-in screen. I tried going to SafeMode at Sign-in by clicking Shift Restart. Seemed to go through prep screens for Safemode. But then either goes to a non-Safemode regular Win10 background or recyles thru the Safemode prep screens.
I am using my win11 computer to get help. The online help suggested a download fix for Win10:

I intend to download to USB and use it on the ill laptop.
But Win11 does not permit the download as a security risk.
Is there a way to get the file at another safe site in Microsoft? If not, how should I proceed to Safemode on the Win10 laptop. I wish to download some project folders.

Another option is right after clicking the button to turn on your computer, keep pressing the F8 key, this will present the options for Windows Safe Mode.
Try accessing Windows Safe Mode with Networking and check if you can access it.
