If I left click and drag, the mouse randomly release over a folder (dropping the file in the folder) and restarts at the new location.

If I left click and drag something, the mouse releases the left button and then presses it again automatically.  All within a fraction of a second. So, if I'm dragging a file to the desktop, the file will drag, randomly release over something like a folder (dropping the file in the folder) and then press again. In this example, now the folder is being dragged to the desktop instead.I've tried two different mice (both Microsoft Mobile 4000) and they both do the same thing.

Hello! My name is Cristiano. I'm an Independent Advisor. I'm glad to help you.

First off, it's good that you've already tried using two different mice to see if the issue persists. That helps narrow down the causes.

It's possible that your mouse driver or software is outdated or malfunctioning. You can try updating your mouse driver to see if that solves the problem.

Another possibility is that your mouse button might be physically damaged or worn out, causing it to release unexpectedly. In this case, you might need to replace the mouse or have it repaired.

Finally, it's also worth checking your Windows settings to see if there are any options related to mouse behavior or button settings that could be causing this issue. Sometimes, these settings can accidentally get changed or enabled/disabled without you realizing it.

I hope this helps you solve the issue! Let me know if you have any further questions.
