The last USB device you connected to this computer malfunctioned and windows does not recognize it!!

Hi, so i recently just got a new Elgato Capture card. I Got the HD60 S and when I first got everything hooked up it was working but then I restarted my pc and I now just get and error and it says "The last USB device you connected to this computer malfunctioned and windows does not recognize it!". I've done multiple things to fix it, I've looked up countless videos on YouTube and I haven't been able to fix it. The weird thing is though. If I plug it into the the I don't want to use for capturing (example my gaming pc, not my streaming pc) I don't get the error and it works fine. So I'm not sure what to do especially since I've tried multiple fixes and it works on my gaming pc but not my streaming.

    Please follow the steps below:

    1. Connect the Elgato Capture card to a different USB port on your streaming PC. Ensure you are connecting to a USB3 port with the proper cable.
    2. Disable USB power management to ensure the USB port provides a consistent power supply to the device.

    a. Right-click on the Start button and select "Device Manager."

    b. Expand the "Universal Serial Bus controllers" section.

    c. Right-click on each "USB Root Hub" entry and select "Properties."

    d. In the "Power Management" tab, uncheck the option "Allow the computer to turn off this device to save power" for each entry.

    e. Restart your computer and check if the issue is resolved.

    1. Disable USB selective suspend, which can cause power interruptions to USB devices.

    a. Open the Control Panel on your streaming PC.

    b. Go to "Power Options."

    c. Click on "Change plan settings" next to your selected power plan.

    d. Select "Change advanced power settings."

    e. Scroll down and expand "USB settings."

    f. Expand "USB selective suspend setting" and set it to "Disabled."

    g. Click "Apply" and then "OK."
