Permanently turn off Windows Speech Recognition/Dictation

It's a feature I do not want and do not use.

I have followed all the guides about going to Speech settings and turning it off. Turning off the speech on startup through the task manager, and even registry edits.

None of that works and randomly the dictation pops up without warning, despite being off. Sometimes it is while I am typing and other times I am not even touching the keyboard but watching a video and it pops up. It is getting so frustrating that nothing resolves my issue. I feel the only resolution is to disable the microphone but it is used for streaming and recording games.

Please help.

    I would like to come back and give an update.

    It was my keyboard. It was old and glitching out and causing all kinds of problems. I bought a new keyboard a few days ago and it has 100% solved my problem.

    Thank you to those that tried to help me and to those in the future that have this issue; try a new/different keyboard if it's a desktop PC.

    Disable the service:
    Doesn't show up under services

    Uninstall language pack:

    Only language installed is English under preferred languages and I don't have an option to remove it. Clicking on the options takes me over to the Speech settings and under installed voice packages is only English and no option to remove it

    Modify Group Policy:

    Tried it, everything set to disabled. Still popping up.

    Block executable:
    Won't let me change permissions and I don't see a way to enable or disable inheritances regarding permissions.

    I just noticed that when the dictation pops up it is asking me to enable it to use it but I don't understand how that still pops up after being disabled because it doesn't always pop up while I am actively typing as if hitting a key shortcut. Sometimes I am watching a video or even playing a game and it causes the game to minimize to the desktop.

    Included are two cropped screenshots.

    1 shows what also pops up and I start typing in there instead of wherever I was typing.

    2 shows the dictation bar.

    Thank you for sharing the keyboard shortcuts but I am having the thing pop up at times when I am not even touching the keyboard.

    Hi, Yeti. I'm sorry to hear you're having this problem, and I hope I can assist you to find a satisfactory solution.

    I put some ways to change the service, such as disabling, uninstalling the language pack and blocking the executable, could you test it?

    Disable the service:

    Press Windows + R, type "services.msc," and hit Enter. In the Services window, locate the "Windows Speech Recognition" or "Windows Speech Recognition Service" entry, right-click on it, and select "Properties." Set the startup type to "Disabled" and click "Apply" and "OK."

    Uninstall the languagepack:

    Open the Settings app, go to "Time & Language," then "Language." Under "Preferred languages," click on the language that is currently selected, and select "Options." Find the "Speech" section and click on "Remove" to uninstall the speech language pack.

    Modify Group Policy settings:

    Press Windows + R, type "gpedit.msc," and hit Enter to open the Group Policy Editor. Navigate to "Computer Configuration" > "Administrative Templates" > "Windows Components" > "Speech." Look for policies related to speech recognition or dictation and set them to "Disabled."

    Block the executable:

    Navigate to the following folder: C:\Windows\System32\Speech_OneCore\Common\ and locate the file "SpeechRuntime.exe." Right-click on the file, select "Properties," go to the "Security" tab, and click on "Advanced." Disable inheritance, remove all permissions, and apply the changes. This will prevent the executable from running.
