Win + Shift + S stops working after one use

This is happening for a few weeks now, when I boot my PC the shortcut works, but only ONE time. After I use it one single time it doesn't anymore, windows even show's on my cursor icon that it is trying to load something but it refuses to complete it, if I reboot my pc I get my single use again, if I don't, the shortcut won't work until I go to the task manager, completely end 'Windows Explorer' and open it again, after that I get one single extra use of the shortcut.

How can I fix this?

    This problem is caused by a service called CaptureService_102889

    IF u restart this service, it stops working. idk why does this happen.

    I just tested your solution. It allows me to use snipping tool but then it breaks again after one use. Fortunately I am willing to keep task manager open and keep resetting Windows Explorer instead of restarting entire PC.

    Restarting PC does seem to have a chance to completely fix the problem for the duration of the session but it might break again on next reboot.

    I've found the solution! by trying anything randomly XD
    1.Follow this Youtube Video step by step on Liav Sevet's comment
    2.If Step 1 is done
    3.instead of Alarms only, change it to Priority only.
    This worked for me. Let me know if it also works for you!
