Uploading the file means the opposite of downloading it to your PC, you're sending it out of your PC to a recipient you choose.
If it's an organization or app the recipient you're uploading it to should provide a way to do this. For example if you were going to upload it to Microsoft Community, the way it provides is to use the Insert Image button in reply box. Other sites may have a paper clip icon which you click to upload to their website.
If the recipient you're trying to upload to is an individual or doesn't have a method to upload you can use a file upload service like OneDrive to upload it at OneDrive.com or just copying it into the OneDrive folder in Windows if you're signed into OneDrive to upload it to the cloud. Then right click the file to get a OneDrive Share link or way to email the file link to the recipient. When you open the file it will open OneDrive which will download it to their PC to read or edit - you decide this when you share the file, as shown here:
