Problems with Bluetooth drivers for Targus BLUETOOTH 4.0 DUAL-MODE MICRO USB ADAPTER on Custom built PC

I am having problems installing Bluetooth drivers for Targus BLUETOOTH 4.0 DUAL-MODE MICRO USB ADAPTER. I am using the drivers listed on the setup manual, however whenever I try to install them it displays the error message "Could not start the Microsoft Bluetooth Stack". I have tried everything on the troubleshooting page, and the Windows 11 troubleshooter simply says that Bluetooth is not available on this device, however the device appears in the device manager under "Other devices" with a small yellow warning icon. I also have ensured that the service automatically starts on startup, and I have switched the Bluetooth Support Service and Bluetooth Audio Gateway Service from manual to automatic. I have also tried unplugging and re-plugging the dongle multiple times.

Will also mention that on Settings -> Bluetooth & devices, there is no option to start Bluetooth, and as mentioned on the title, this is a custom-built PC, so I'm not sure if I need to install anything else to get Bluetooth working.

I tried uploading a few pictures, but it's giving me errors on the page. If absolutely needed, will continue to try to upload them.

    Adapter should be compatible with Windows 11.

    As mentioned earlier, I ran the Troubleshooter and said that Bluetooth was not available on the device.

    The drivers that I am trying to install are basically the installation of the Bluetooth adapter, according to the user manual that came with the device, therefore I am unable to uninstall as I cannot even install it. I have to mention that on Device Manager, there is no Bluetooth section. Instead, as I mentioned earlier it, a new section is available called "Other devices", in which the name of the adapter shows up with a warning triangle.

    Windows is up-to-date.

    When completing each step, check the result of the procedure/command. Not being solved, perform the next step.

    Before any procedure, check the device manufacturer’s website if it is compatible with your Windows version.

    If it’s in the same version, try the methods below.

    Run te Bluetooth tourbleshooter

    1. Select Start.
    2. Type Settings and press Enter.
    3. Go to System > Troubleshoot > Other troubleshooters.
    4. Next to Bluetooth, select Run and follow the instructions.

    Uninstall the Bluetooth adapter in Device Manager

    1. Select Search on the taskbar, enter device manager, then select Device Manager from the results.
    2. In Device Manager, select Bluetooth. Press and hold (or right-click) the Bluetooth adapter name (which may include the word “radio”), and select Uninstall device > Uninstall.
    3. Select Start , then select Power > Shut down.
    4. After your device shuts down, wait a few seconds, and then turn it back on. Windows will try to reinstall the driver.
    5. If Windows doesn't reinstall the driver automatically, open Device Manager and select Action > Scan for hardware changes.

    If it doesn’t work, try updating your Windows.

    To update your Windows 11 follow these steps:

    1. Select the Start button.
    2. Go to Settings > Windows Update.
    3. Click "Check for Updates". If so, click download and install.
    4. When finished, restart your computer.
