I gave you the other options (i.e., fixing your existing installation without reinstalling Windows. Or doing a cloud reset instead of a local reset), but you're not paying enough attention.
Unless I get a proper response from you, I can't continue.

Hi, I'm currently having an issue with fully resetting my computer. Here are all the steps to try and fix it I have done so far:
1: First of all, when I try and do a full reset of the computer, it restarts my computer and then starts the reset, stays at 1% completion and then goes to the "automatic repair" windows menu, and says:
"There was a problem resetting this PC, no changes were made"
I tried a couple times to do it and it always resulted in the same thing.
2: Next I tried to do a "sfc /scannow" command in the cmd prompt, however the message I received was this:
C:\Windows\system32>sfc /scannow
Beginning system scan. This process will take some time.
Windows Resource Protection could not perform the requested operation.
3: After looking online for a while on forums and doing the "chkdsk" command, I tried to input this in:
C:\Windows\system32>DISM /ONLINE /Cleanup-image /RestoreHealth
Deployment Image Servicing and Management tool
Version: 10.0.18362.1379
Image Version: 10.0.18363.1556
[== 3.8% ]
Error: 1009
The configuration registry database is corrupt.
The DISM log file can be found at C:\Windows\Logs\DISM\dism.log
4: Now I did do another step, which was to do a "chkdsk c: /r" which fully analyses and repairs my c: drive, however doing that was unsuccessful in repairing the problem encoutered in step 3.
After looking at what "Error: 1009" means, it seems I need to reinstall my windows with a version booted from a USB key? I'm really not digging the idea of doing that just to try and reset it AGAIN later, but if that's what it takes I will do it. Please anyone let me know if you have any fixes that you see that I have not tried.
Thank you in advance guys.

You can buy a USB stick and create a USB setup disk using Media Creation Tool.
See How-To: Create installation media for Windows - Microsoft Support.
Or, to fix your existing Windows installation and remove malware, if any, let me know.
The thing is, I'm pretty sure I have like a million viruses stopping me from doing the full reset, but I can't find any no matter how hard I look and how many drive checks and repairs I do.
All I want to do is delete everything I have, all data from both my C:, D:, and A: drive so I can have peace of mind and know for sure that all the viruses are gone, but I can't even do that.
I don't have a USB or a CD to boot windows installation from sadly, all I have is my windows backup key.
Hi there,
If the Reset doesn't work, try a "Custom install". A custom install archives your Windows installation (to c:\windows.old) and cleanly installs Windows. After setup is complete, you can recover personal files and application data from the C:\Windows.old folder.
