PC still on after shutdown

PC is still on after shutting down (power lights on and fans still running) this only just started happening a day after I got a new keyboard, I am not sure if that is what is affecting it but my pc fully shutdown last night when I was using my new keyboard. Everything is up to date to my knowledge. I already tried 4 methods when I look up this problem on microsoft answers and none of them worked.

The 4 methods I tried were from a Lester BernardReyes on another post with the same questions.

    I’m sorry that you are experiencing this issue. There are several reasons why your PC might still be on after shutting down. I do not know what method you have already tried. Please follow the steps below to try all the troubleshooting you can do.

    1. Make sure your power settings are configured correctly. Open the Control Panel, go to "Power Options," and check the settings for "Choose what the power button does" and "Choose what closing the lid does." Ensure that they are set to shut down the computer.
    2. Ensure that your BIOS and drivers are up to date. Visit the manufacturer's website for your PC and motherboard to download the latest BIOS version and update any necessary drivers.
    3. Try resetting the power options to their default settings. Open the Command Prompt as an administrator and type the following command: powercfg -restoredefaultschemes. Restart your computer and check if the issue is resolved.
    4. Try disabling Fast Startup. Control Panel > Power Options > Choose what the power buttons do > Change settings that are currently unavailable > Uncheck the box next to Turn on fast startup (recommended) > Save changes.
    5. Run the Power Troubleshooter. Settings > System > Troubleshoot > Other troubleshooters > Power troubleshooter.
    6. Disable Power Management for USB Devices.

    a. Launch the Device Manager.

    b. Scroll down to USB Controllers.

    c. Right-click on the first entry and select Properties.

    d. Then, click on the Power Management tab.

    e. Untick the checkbox that reads Allow the computer to turn off this device to save power.

    e. Repeat these steps for all your devices.

    1. Please unplug all the Devices or Peripherals connected to your PC and check if the issue does not persist. You can find out which one causes this issue.

    I tried all except for the second one because it said I needed a flash drive. None of these options worked for me unfortunately.
