The ESD and $Windows.~WS are folders with old Windows Updates files used during the Windows upgrade, you can safely delete these folders.
The Dell folder is the folder created by the driver installation wizard to extract the necessary file, you can also safely delete this folder.
Except for the folders Windows, Program Files, OneDriveTemp, Users, Program Files (x86), and ProgramData which are necessary for Windows, and you cannot move or delete them, the other folders could be leftover files from third-party apps uninstalled. You can try to rename these other files and check if one of your apps will show an error, wait at least a month if none of your apps shows an error you can delete them.
Microsoft Visual C++ is necessary for some apps to run, but you don't need all these versions. The new version supports the old version's features, you can uninstall the old versions and let only the Microsoft Visual C++ 2015-2022 (X86) and (X64) installed.
Note: Before any change is recommended to create a system restore point if anything goes wrong you can safely restore your computer to the previous point. You can see at this link how to create a system restore point.
