My laptop is putting strange lines on most of my photos.

My laptop has started putting strange lines on most of my photos. Whether I open it in explorer, on my desktop, or open it in Microsoft Digital Imaging. Same problem. This is a relatively new problem. It used to work for years. It doesn't matter whether I use my phone or a digital camera. So I have narrowed it down to some setting in my laptop windows 10.

THIS DOES NOT HAPPEN ON MY DESKTOP.

This photo DOES NOT SHOW THE LINEs, but they are like an dotted edge around straight edges. For instance, a file cabinet has these lines around the top, bottom, and sides of the file cabinet drawers.

This page is not allowing me to insert a photo.

    1. Make sure your graphics driver is compatible with your device. You can visit the manufacturers' website to check and install compatible drivers. If you don't know which driver to choose, consult the manufacturer.
    2. Check your monitor connection and make sure all the cables are securely plugged in. You can also try a different monitor or screen if possible to see if the problem is with your laptop or your screen. Remove any magnets or electronics that are near your laptop, screen, or cables, if applicable.
    3. Right-click on your desktop and select "Display settings" from the context menu. Check if any settings like resolution, scaling, or color profiles are set differently compared to your desktop. You can try changing these settings to see if it improves the image quality. Also, adjust your monitor refresh rate and resolution to match your screen size and capabilities, and disable display enhancements (if available) under "Display adapter properties" > "Enhancements", in advanced display settings.
    4. Create new administrator accounts, perform a clean boot, and run a system file check to exclude interference from user profiles, other programs running in the background, and corrupted system files.
