i reinstalled windows and downloaded the c++ 2013 driver now everything works. I also noticed that the game appeared in ea. I still don’t understand why there was this error, because I reinstalled ea and the game itself many times and deleted all residual files.

I live in Russia and it is not possible to buy the game through ea at the moment. I suspect it's a compatibility issue between ea and steam. for this reason, I turned to ea support so that they transferred the game to the ea app (I was transferred bfbc2 in the days of the origin) and run it through it, but they didn’t say anything useful that helped fix their terrible launcher and I was sent to microsoft support.

File Explorer > Program Files > Electronic Arts > EA Desktop > EA Desktop > App Recovery
Run App Recovery as Admin
You can also try deleting and reinstalling the game.
Anti-virus programs can also cause the error.
You can also do a clean boot, maybe some program is disturbing you.

Try these methods:
Completely delete EA Desktop and Reinstall it.
Some users have referred this method as well
- Go to the EA Desktop client folder, normally "C:\Program Files\Electronic Arts\EA Desktop"
- You should have two folders there, one named "EA Desktop" and another named "outdatedEADesktop".
- Delete the "EA Desktop" folder and renamed "outdatedEADesktop" to "EA Desktop" (MAKE SURE THE SPACE IS THERE AS WELL)
- After that, just relaunch and it should work
